Can WATER BE POACHED from our AQUIFER ?

Leon County Commissioners Court held an EMERGENCY meeting on Thursday, June 5th to make our residents aware of the fact that 21 water well permits have been filed in Anderson County that are projected to draw 10 BILLIONS of water each year from aquifers located in Leon, Houston and Anderson Counties. Our commissioners were only made aware of this fact when a person was told by fellow church member in an affected county!  Upon further research a legal notice was posted in that county's newspaper.  Please see attached outline of how our Leon County found out about this inappropriate methods to disclose:

How much are they requesting VS. how can we regulate and what can WE afford to allow?

The current legislation does allow these counties to draw from water from our aquifers but the real question is how much and how can we regulate the amounts taken. Also, what water rationing ,regulations and retention ponds do they already have in place ???
